An incredibly minimal baseline definition for what open government data is (basically open as in opendefinition.org). Sign on from as many governments and public bodies as possible.

This would effectively be the lowest common denominator between Public Data Principles, Open Government Directive, NZ Goal, and other sets of principles. The more signatories the merrier. I've spoken to people at UK Cabinet Office and White House about this in the past.
