Open source projects can be rejected in procurement due to specialist knowledge needed to set up and support. But the documentation and packaging should be simple enough to need no specialist knowledge to get going.

This idea is for a dedicated service - a few people - to help package and document open source projects thus help them grow.installed base to sell custom development. One could charge for the service but give some freebies too. Seed capital from likes of JISC perhaps some from OKF?

Like this idea. To help flesh it out could you update your suggestion with some examples of the kind of open source software tools that would be top of your list for provision by this service.
