Lots of governments are interested in implementing open data and open source. The open government working group could form a a team of people who can advise government agencies on how to go about the business of open government.

If you think this is a good idea, it would be great to have some discussion on the specifics:

  • what do you think the team's scope should be?
  • how would people get into the team?
  • how would we get poor performers off of the team?
  • what's a better name than "Open Government Advisory Team"?

I think the tricky thing would be to build a "Advisory Team" on a general international level. Most "task teams" I am aware of have acted in a local context. They have been able to advise Government because they had expert knowledge about the local political, legal and administrative framework and structure. However, if the "Open Government Advisory Team" would ideally have a member of each region it might be worth trying.

My main response to this idea is to highlight the 'OGIN' I have started shaping up, the 'Open Government Innovation Network' - http://Open-Government.net

The rationale for this is the same as the Open Government Advisory Team - Ie. a network of consultants who specialize in the field of Open Government, providing an advisory service to agencies who want to implement these practices.

At a high level the main working parts to this would be:

  • Bringing together a team who combine expertise in Open Innovation, Open Source and Open Data. Be able to advise Governments on the complete spectrum of what Open Government represents.
  • Build a catalogue of FOSS models that encode all of these practices into repeatable solutions (this site itself is the perfect example).
